      <description>Brett Smith had ascended all the way to Double-A two years ago, posting a sub-3.00 ERA with the Trenton Thunder and on he was his way to a breakout season.  Subsequent command issues, however, turned out to be the result of a shoulder injury and that put him on the shelf since then.
